Electrical and Fire Safety Checks

New Electrical and Fire Safety compliance obligations have hit landlords and rentals in Victoria.

 

Are you a Landlord or Rental Provider?

From March 29 2021, new requirements have been introduced that relates to the landlords and property managers’ new obligations and responsibilities under the Residential Tenancies Act 1997. The landlords and rental providers are responsible for ensuring that their properties comply with the new safety requirements.

 

These regulations are designed to ensure that electrical safety checks on rental properties are carried out every 2 years, including the safe working and maintenance of all electrical appliances including installations and fittings.

 

Hardwired smoke detectors must also be tested and the batteries replaced yearly.

 

The act outlines that a Registered Electrical Contractor or Licensed Electrician must be engaged to perform the safety checks and testing on the premises.

 

A compliance report must be provided to the tenant upon a change of tenancy or within 7 days of their request showing that the premise is in accordance with the new laws and legislations.

What do the Electrical and Fire Safety and Checks need to cover?

Electrical safety checks must be performed in accordance with section 4 of AS/NZS 3019 "Electrical installations—Periodic verification" every two years and include the following:

-Electrical Safety Check by a fully qualified A-Grade Licensed Electrician.

-Consumer Mains and Main Earthing System testing

-Electrical Switchboard testing

-RCD testing

-Testing of Electrical Fixtures and Fittings

-Safety Report outlining the test results and any compliance issues (if applicable).

-Free Record Keeping and Scheduling.

-Free Quotes for any rectifications needed for the property to be compliant.

 

Fire Safety Check Only

$90 plus GST

Fire Safety Checks must be performed annually and include the following:

-Smoke Alarm operation check by a fully qualified A-Grade Licensed Electrician.

-Smoke Detector Battery replacement.

-Smoke Detector service life check.

-Safety Report outlining the test results and any compliance issues (if applicable).

Free Record Keeping and Scheduling.

-Free Quotes for any rectifications needed for the property to meet compliance standards.

 

Gas Safety Check Only

$320 plus GST

Gas safety checks must be performed every two years and include the following:

-Gas components are installed correctly

-That appliance gas isolation valves are installed where required by AS/NZS 5601.1 "Gas installations", as published or amended from time to time

-That gas appliances and their components are accessible for servicing and adjustment

-That the gas installation is electrically safe

-That clearances from appliances to combustible surfaces are in accordance with installation instructions and AS/NZS5601.1 "Gas installations", as published or amended from time to time

-That there is adequate ventilation for appliances to operate safely

-That gas appliances (including cookers) are adequately restrained from tipping over

-Checking the condition of gas appliance flue systems, including chimneys

-Checking gas appliances for evidence of certification

b. testing gas installations for leakage

c. servicing gas appliances as follows:

i. a clean of all dust and debris from appliances including burner, pilot, fan, filters and air intakes

ii. a check of the integrity of the heat exchanger

iii. a check of the gas supply and appliance operating pressures

iv. a check that the gas appliance burner ignition is reliable and complete

v. a check for any gas appliance flame abnormality

vi. a check of the operation of the gas appliance, including safety devices

Evidence of gas safety check

We will provide a record of the gas safety check. The document will include:

• The full name and business details, including the licence or registration number, of the gas fitter who did the check

• The date the safety check was conducted

• The results of the check, including any servicing and repairs required and actions taken

to address the repair.

Step 3:

A Quote can be given while we are on the phone to you for your approval to rectify the issues that are required to meet the new laws and legislations.

Works are undertaken to rectify the issues outlined and then reported as Satisfactory in the Safety Report!

 

Step 5:

The Safety Report and Compliance Certificate are distributed after the works are completed.
